He was born in Baclaran, in what is now Parañaque City. Only 2 foot, 9 inches (83 cm) tall, he is listed in the Guinness World Records as the shortest adult actor in a leading role. He played Secret Agent 00 in For Your Height Only and The Impossible Kid. He had an active film career in the 1970s and the 1980s, but had been retired for several years prior to his death in the mid-1990s. Weng Weng's online recognition grew in April 2007 with the release of the Weng Weng Rap video by The Chuds and John R of R Room.

In Summer of 2007 the Chuds were contacted by Comedy Central's Kenny Vs Spenny who were doing an episode on Viral Videos. Chuds cut a fresh new custom track for the show with Kenny Hotz performing his own interpretive vocals on the chorus. R Room's John R got back in the editing suite with Chud Two to cut the video with all new footage, hoping this Weng Weng Remix pays more credit where it's due to Agent Double O. The Phantom of Weng-Chiang: The Doctor takes Kathy to the future, but unfortunately the TARDIS has other ideas and ends up sending them to Victorian London instead. Not one to be put off by this little mishap, the Doctor decides they'll have a wander and return to fix the TARDIS later. However, when Kathy and the Doctor stumble upon a corpse they soon become part of a police investigation involving the Tong of the Black Scorpion, a group of cultists who worship the god Weng-Chiang. But what is most peculiar is the fact that all of the murders have been caused by a futuristic weapon not of this time.
