It was common to send older children out into the world when starvation threatened, I'm thinking if you can't be a maid or shopworker there aren't too many options for a poor / low born girl with in those circumstances. If Fancy had stayed with them then all three would be dead. There are two graves at the end. There is no hypocrisy here, she just knew that Fancy could get by without her and helped her the best she could rather than taking Fancy down with her.
