Think that that (more central budget control + power to take penal action) is exactly what the long term solution will be. But it is unpopular, as it would mean handing over part of national sovereignty. Politicians will oppose this as long as possible, and waste gazillions of money over it until the inevitable cannot be postponed anymore.
