You actually said EXACTLY what I was trying to point out, that moonshine was untaxed. Yet now that alcohol is legal, there's no danger in producing, shipping, or selling alcohol and we get tax revenue from every sale. You cannot stop the sale of any illegal drug, so during prohibition the market still exists... but 0% comes back to the state as taxes.
