It's not said by anyone because it's an original lyric by the band. I'm sorry if I'm being rude, but I find it outrageous that that's the last thing you hear in the song that's sung, and they even put it afterwards in quotations and yet people still ask.

I appreciate the patriotic gesture but the only thing that separates the Marines from the rest of the military is the boot camp which is of course infamous for being 4 weeks longer and incredibly more stressful than others.
