I remember when they first came on radio with Sounds of Silence, and the British Invasion duos had already been going for a while (Chad and Jeremy, Peter and Gordon) -- A few of us thought on first hearing it was one of those duos sounding really good, and the radio announcers were having a laugh with the funny name "Garfunkel." Did not take too long to discover that the new songs outstripped anything the British boys were doing for complexity and poetry.

Also, there was certainly bad music back then--it's just been forgotten. However, I do think there has been a change in attitude towards the making of popular music. Like many things, it's become too... not sure how to express this... manufactured.
