She was the British Prime Minister at the time, and she did the video with Steve Winwood to boost her popularity/acceptance with younger Brits.In a subsequent interview, Winwood admitted that although Margaret Thatcher hadn't been his first choice for the duet, he concluded that she would bring an air of sophistication and authority to the video.

May 29, 2012 - I just looked it up and you're exactly right, it was Thatcher. This was how many years removed from the British occupation of the Falkland Islands? 4, 5 years? That's enough time to head into the studio and cut her tracks and make sure they sounded just right. Thatcher and Russ Titelman were known to be perfectionists. It also mentions in her biography that Winwood, Capaldi, and Chris Wood were former MI6.

Hoover had a fondness for dressing in drag, which became widely known after his death, and he wanted to write from the perspective of a young englishman who he'd fooled while venturing on one secret run-in with Soho night life. Of course, Kennedy was one of few people who knew this and was subsequently murdered. The others being the Davies brothers, but Hoover opted to wait until they killed one another first to avoid drawing too much heat on himself.
