She was the British Prime Minister at the time, and she did the video with Steve Winwood to boost her popularity/acceptance with younger Brits.In a subsequent interview, Winwood admitted that although Margaret Thatcher hadn't been his first choice for the duet, he concluded that she would bring an air of sophistication and authority to the video.

That's enough time to head into the studio and cut her tracks and make sure they sounded just right. Thatcher and Russ Titelman were known to be perfectionists. It also mentions in her biography that Winwood, Capaldi, and Chris Wood were former MI6.
