May 6, 2012 - The last time Estonian was not allowed at schools was during the end of the Russian Empire when there was a massive russification and children were punished for speaking Estonian. During the Soviet Occupation Estonian schools used Estonian but studying Russian was obligatory. Estonian schools also had a different system, i.e. 11 years of secondary education vs 10 years in Russian schools. Education in Estonian saved Estonia in many ways.

May 6, 2012 - A lot of Russians in Estonia speak Estonian and are loyal citizens. The problem are some old people (people relocated by the Soviet Union were generally not intellectuals, just simple undereducated people sent to work in factories etc) and certain groups with chauvinistic mentality.Relocation was wrong and against the Geneva convention but time has passed and if the objects of such relocation are loyal to Estonia, they can obviously stay. If they speak Estonian, they are already citizens as well

May 29, 2012 - You can speak any language you want in Estonia. Estonia encourages its citizens to speak many languages. It's next to impossible to find an Estonian who speaks just one language (maybe there are some very old peasants somewhere in the forest). However there can be only one state language and that's Estonian. There should never be a situation an Estonian can't communicate fully in Estonian while in Estonia.
