Fema is in the business of thinking about 'what if bunches of people die all at once?' I think the concentration camp stuff is possible, but a large part of me thinks it is more likely someone thought ahead and bought up grave liners in case of a plague/killer earthquake/ mass death that requires the government to bury people instead of local funeral homes.
