He is a native English-speaker who lives in Japan, who has worked as a DJ, musician, voice actor and narrator, so he can easily speak in one dialect or the other. Also, since he voices Raiden, his quote "I am Raiden" (which sounds like Rai-down) sounds like the announcer at endHe definitely served as the announcer for NeoGeo Battle Coliseum later on and was even involved with the Japanese version of Mario Kart 64 before all of this, again serving as an announcer
