It shows how much such a base is unwelcomed by the African Council and by africans in a great extent. Of course there is a lot of space for covertly action, which is probably being undertaken as we speak. I only disagreee with you in one point: do not understimate the African Council. It is very likely that they will play an important role in African development.

But what about AFRICOM, where is it located in Africa? Or is it based on naval ships? I once read that they were on naval ships, but don't know what the situation was several months ago, or today.
