Most of the videos I've seen of that particular phenomenon are merely the lights from the studio reflecting in peoples eyes.  However there are a few where I believe peoples eyes are indeed altered. Now people are scouring the news and internet for evidence of shape shifting reptillian aliens they get ahold of low quality video with compression artifacts and call it evidence of shape shifting.
