There's no way the cop would have seen him, the only speedster to run that slow was Jay, but that's because he was the fastest human alive, he didn't really have super speed. To a speedster, time literally stops. I'm a huge fan of The Flash, the only people that find this funny are people who don't really know much about the flash.

May 15, 2012 - This of course totally depends on what your source is. "The Justice League" for example caps his speed just before the speed of light. Other sources say differently. Personally, I think that the Flash shouldn't be able to travel faster than light. Blame Einstein.
