Here's one: The priest from the movie Footloose played by John Lithgow. He was a man with a good nature. At one point in the movie was he put a stop to a book burning. What made him the villain in the movie was he made a law against dancing publicly, something the main character enjoyed doing and wanted to abolish it.

Every possible 'reason' for him acting the way he does is stripped away during the course of the movie (money burning, compulsive lying about his background and origin) and is summed up in the end by Alfred: "Some people just want to see the world burn."

He was evil, but his character was just so set and understandable that you felt nothing but disdain or fear for him.Kefka made you pity him, becuase for all his power, for all his insanity, he just could never get it through his head that destruction isnt the only thing left. He didnt just have pity...he drew it in.
