I just looked up the words in old dictionaries. 1913 Webster's Unabridged defines writer as: "One who writes, or has written; a scribe; a clerk." 1828 Webster's Unabridged, describing the Latin origin of author, says: "The primary sense is one who brings or causes to come forth." So author would be "creator"; writer could be writing under someone else's direction.
