But after WW2, the US made Japan sign a treaty stating that they will no longer have an armed force, except for what is necessary for protection. Because of this, Japan is able to instead focus it's sciences on social technologies instead of weaponry. It's not different intelligence. Respectful? Some yes. But not everybody is "respectful".
