There are 4 abilities, 3 are maxed out at level 5, the ultimate is maxed out at 3, there is no need for anything beyond 18. What you're doing is comparing LoL to DoTA directly, LoL has it's own unique features, like being able to control certain areas of your character before the game with masteries and runes. (Cont.)

May 29, 2012 - People dont understand what killsteals are... when you get the last hit, when you dealt only 20% of the target's health, its no killsteal. when you deal 1% dmg and only last hit, if you are the only one able to reach him, its No killsteal. when you get the kill on someone while you did barely any damage, but you know that if you didnt assist that the target wouldnt have been dead, its again no killsteal :D. long story short, lasthitting a target that would have been dead anyway is a killsteal.
