It looks like Fedor is trying to make it a belly down armbar but Choi is so big that Fedor just hangs on his arm instead of it pulling Choi down to the ground (so yeah it doesn't look like a traditional armbar) , but it can still break the arm or tap the guy even if the guy is holding you in the air. like you can still extend your hips and pull the arm towards you. look up belly down armbar, it wont look the same but that is what he was going for
