Feb 10, 2012 - Ok, this is reply to some one else. Lets say for the sake of argument, HAARP could manipulate weather, Ok fine. However weather is not related to earthquakes. Earthquakes are the slipping and breaking of rocks along fault lines, the snap creates S and P waves. Even if HAARP had the technology to make this occur it would take so much power, we would know about it, plus it just currently impossible. HARRP can not manipulate volcanoes either. Im ignoring weather for now.

Feb 10, 2012 - It would be the ash clouds. Because of friction with charged ash particles it creates high voltage discharge. Similar idea to thunderstorms, but totally different mechanism.
