Officials in the Philippines say they have lost count of the number of missing people after flash floods in two southern cities.Almost 300.000 people have been displaced and at least a thousand are known to have died.  The Red Cross is appealing for $2.8m dollars to help their humanitarian efforts.Meanwhile a Philippine task force is investigating whether the disaster was more man-made than natural.Al Jazeera's Marga Ortigas reports from Cagayan de Oro, one of the worst affected areas.

So many throughout history thought they were "overpopulated,", yes, even in ancient times, and used this as an excuse for war and genocide. The DENR and local authorities had jurisdiction in overseeing and protecting the public land. " Tong collection" bribery,conivance were rampant in some offices giving licenses for the loggers that's why all trees in the mountains were cut off, which is one of the factor of flood.

Dec 22, 2011 - WHAT ELSE IS NEW???? this happened in Quezon province way back in Dec 2004 just before the Indian ocean tsunami,same scenario only in a different place and time but the factors aggravating it is just the same...greedy politicians,denr people who keeps on issuing permits for logging companies (who's owners are either politicians or rich people or bussinessmen with political connections and so on) but when disaster strikes,only the marginalized sector of society are the once who are DEVASTATED
