You must be a pretty bad dog trainer, or maybe England just has crappy standards for how your dog should act around smaller animals. This is also a concern for Babies as well, you don't want a dog to act this way around things it is unfamiliar with, you want it to trust in the owner enough not to even react to a smaller creature.
