If you were familiar with the campus at all, you wouldn't have done it, either. You may claim you would, because you'd look like an ass if you didn't, but in reality, you probably wouldn't. There was obviously plenty of people on scene who had the situation handled. You may as well blame the 800+ other students in the area at the time for not going over, either.

May 22, 2012 - Except PD. They are often not trained and/or are very uncomfortable with anything life-saving. It's painful to watch their attempts at finding anything else to do to look important or busy so as not to look inept. However, standing in a power stance then a gaggle of PD swooping in to put out the bike fire looks even worse, especially while the biker was on the ground, unattended to. The construction worker and the others are the ones to be commended, not the paid public servants.
