I find it acceptable for them to be detained for a prolonged period of time because even though that person has not carried out an Attack as yet, it is likely that they may. Prime example would be the most recent Underwear bomber. Even though the bomb never made it into a plane it is indeed wise for that person to be detained because they pose a threat. I strongly believe that this is what Obama is trying to say.
