Aug 21, 2011 - Hey, guys 'n gals. Im from The Netherlands. And it was on the news, the weather lady said it had to do with an inversion layer, between the two cloud layers. Where the one moves one way, the other is verry warm en rapidly moves the other way, thus creating a layer of clouds ( the bottom one) moving underneath the other one, like smoke against a cealing.
