May 22, 2012 - I think the cost on each champion is depend on the creation date of that champion, not by their power or style. I think Sivir is one of the earliest champions.

May 24, 2012 - Higher attack speed is always good, the bonus damage the sheen part adds when you use ricochet is definitely helpful, and the slow works nicely with her passive and 'on the hunt' to ensure you can always keep up with fleeing enemies.
