It actually looks as though he/it is moving his/its hands in time with the beat. He/it is wearing a hooded cloak that is anachronistic for 1977. Me thinks it was more appropriate back in the 1200s. I wonder whether he/it appeared because he is a Beach Boys fan, or merely a supernatural Who fan?
