I doubt it.. if goverment guarantees collapsed tutions would collapse, because no one could afford to go to college at these prices without the loans, therefore schools would have to cut cost dramatically.

I was obviously talking about tuition fees paid for by the student. Taxation is higher in Sweden and Norway, but so are standards of education throughout primary and secondary school and average lifespan.
