Produced for OECD Video Contest 2012 Education, whether formal or informal, provides people with skills to perform specific functions in society. The more education an individual receives, the more specialized the skill. The sum result of all skills being applied in a nation will eventually translate to development. The more skilled the population of a nation, the more likely they will develop. That is why there is no wonder why nations all over the globe are heavily investing on their population's education. But some of the skilled people, because of economic and political situation in their home country, are forced to find opportunities for work and living in developed countries. This phenomenon is called Skilled Labor Migration. While some amount of mobility is obviously necessary if developing countries are to integrate into the global economy, the problem lies in the large outflow of skilled persons from developing countries to developed countries. This crisis is more popularly known as the "Brain Drain". Brain Drain strips developing countries of their best and brightest. The developing nations which invest in their population's education are robbed of the skills produced. Ultimately, brain drain slows down development. Fortunately, Brain Drain can be cured. MacIver News Service | March 6, 2012 [Madison, Wisc...] Hundreds of Representatives of several building trade unions gathered at the Wisconsin state Capitol Tuesday in support of efforts to modernize the permitting process for Iron Ore mines in the state. Their support came in the wake of a pledge by Gogebic Taconite, the operators of a proposed mine in Iron and Ashland counties, who signed agreements to use unionized labor force to construct and operate the mine. The sudden and strong support of Big Labor for Assembly Bill 426 ratchets up the pressure on Senate Democrats. Until today, they had been unanimous in their opposition to the proposal. With long-time moderate GOP Senator Dale Schultz opposed to the mining bill, proponents need to pick up at least on Democrat Senator in order for the bill to pass. Organizers of the rally estimate between four and five hundred laborers flooded Capitol offices at the conclusion of the noontime rally. They gathered in the rotunda and proceeded in search of one Democrat to vote for a bill supporters say could lead to thousands of jobs both at the mine site, and at manufacturers throughout the state.

If you don't want to go to college what do you do? In europe you can get into any number of apprentiship programs and learn a trade of skill. Why doesn't the US have these programs for non-college bound people? Just a thought....bring our manufacturing base back and we could be short skilled labor. The tourists treasure the beautiful beaches and their good fortune to watch sea turtles hatch. 23000 Guatemalans reside in 7 small villages within a 30 mile radius of Monterrico. They live without toilets or sewers, and have no systems for water purification, sanitation, garbage collection and electricity. Due to their living conditions, they are prone to malnutrition and disease. Less than 10 % has access to healthcare. The nearest public clinic is 90 minutes away~ i ~the public hospital is 2 hours away ~ Four years ago, through a Community Health Needs Assessment, the villagers identified their priorities -- they asked for help with the dream of creating the Monterrico Community Clinic and Education Center was born. Re-Education Fema Camp Manual w/ Slave Labor and Torture
A shocking US Army manual that describes how "political activists," including American citizens, are to be indoctrinated in re-education camps also includes rules on forced labor and separating political prisoners by confining them in isolation. Aside from detailing how PSYOP teams will use "indoctrination programs to reduce or remove antagonistic attitudes," as well as targeting "political activists" with indoctrination programs to provide "understanding and appreciation of US policies and actions," the manual directs political prisoners to be separated from the rest of the camp population. On page 284, the manual (PDF) describes how "Malcontents, rabble-rousers, trained agitators, and political officers who may attempt to organize resistance or create disturbances within the I/R facility," are to be confined "in isolated enclosures to deny them access to the general population." The document also makes clear that the internment facility is not only a re-education camp but also a forced labor camp. Page 277 of the manual states, "Detainees constitute a significant labor force of skilled and unskilled individuals. These individuals should be employed to the fullest extent possible in work that is needed to construct, manage, perform administrative functions for, and maintain the internment facility." Harsco Infrastructure's scaffolding scales new heights at UK's third-largest refinery
When the third-largest refinery in the UK began construction on its hydrodesulfurization unit, it turned to Harsco Infrastructure to solve its site access needs. Harsco Infrastructure fitted thousands of tons of scaffolding around the unit at Total's Lindsey Oil Refinery in North Lincolnshire, England, providing access for all contractors working on the site. Harsco also provided a skilled labor force and site management team that worked more than 370000 man-hours without a lost time accident.

Final new, efficient turbine installed at Noxon Rapids Dam: Feb. 2012
"A happy day, a sad day," said Avista's Larry Garbarino of the project. Watch and find out why. Recently crews at Avista's Noxon Rapids Dam installed one of the final pieces of a four-year, $45 million project to upgrade all four original generating units, which were installed in the late 1950s, with new turbines. The result? We can make more energy using the same amount of water -- enough energy, in fact, to power more than 4800 homes, or a town nearly the same size as Rathdrum, Idaho. Another benefit: this additional energy qualifies under Washington state's Energy Independence Act (RCW 19.285) to meet Avista's Washington state-mandated renewable portfolio standard (RPS) requirements. The new turbines boast features such as smooth edges and corners and a stainless steel body that weighs just 65 tons (as opposed to the old turbines, massive beasts that weighed around 120 tons.) Removing the old turbines and preparing for installation of the new ones took thousands of hours of skilled labor and craftsmanship, and many of the crew members have been involved throughout the entire project. Aquino III cited the strengthening relations between the Philippines and Korea in a joint press statement held at the Reception Hall in Malacanang. He said that he and Korean President Lee Myung-bak agreed to steadily advance the bilateral relationship of the two countries "to reach even greater hights." He added that he is confident that his meeting with his Korean counterpart "has helped position our two countries towards a more positive, dynamic and nurturing friendship that will best serve the mutual interest of the Filipino and Korean peoples." For his part, President Lee cited the "limitless potential" the Philippines has due to its highly skilled labor force. Korea is the fifth largest trade partner of the Philippines and was the third top investor in the country in 2010. * * *

Poet and author Susan Eisenberg, one of the pioneers in the struggle for women's rights, performed a poetry reading at the Creole Gallery in Lansing, Michigan, on February 1, 2012. Eisenberg, who is a journeyman electrician as well as a noted poet, essayist, artist and teacher, was in the Mid-Michigan area for the opening of her art exhibit, "On Equal Terms," at the Michigan State University (MSU) Museum. The poetry reading was hosted by The Old Town Poetry Series & Our Daily Work/Our Daily Lives, a labor history program at MSU's School of Labor & Industrial Relations, Labor Relations Program. 01.25.2012 , MEXICO CITY NISSAN TO BUILD NEW, $2.0 BILLION MANUFACTURING COMPLEX IN AGUASCALIENTES, MEXICO, GROW CAPACITY IN THE AMERICAS - Phase I to enable 175000 units of small car production capacity in the Americas -- - 3000 direct and up to 9000 indirect positions will be created in the community -- Nissan Motor Co., Ltd. today announced plans to invest up to $2.0 billion USD for an all-new manufacturing complex in Aguascalientes, Mexico, to support the company's Americas growth strategy. The facility, which will complement Nissan's two existing Mexican factories, is scheduled to begin operations in late 2013. During the initial phase of its development, the new complex will support production of up to 175000 units annually of Nissan's 'B' platform products. Further expansion of the site will be considered in phases as product and capacity needs are formalized. The new complex in Aguascalientes will allow Nissan's existing and future operations to share critical resources. An all-new supplier park also will be built on the site. Up to 3000 direct jobs will be created initially at the new facility, with approximately 9000 positions to be generated within the supply chain and wider community. With these additional jobs, Nissan's total headcount in Mexico will expand to nearly 13500.
