Cop exposes NYPD Quota System
NYPD cop Adil Polanco states that the 41st precinct in New York pressures cops to write at least 20 summons and make 1 arrest each month. If they do not reach this goal they are deprived of overtime, days off and shift of choice. This results in the cops that are not racist to harass innocent minorities that live in the neighborhood. They stop people at random to search for an excuse to write tickets and make arrest. We have for many years suspected that police had a quota system but have never had solid proof until now. Jail cells are packed with blacks and Latinos because police are threatened with becoming pizza delivery men if they do not arrest and ticket people who have broken no laws. Officer Polanco states that the police are not here to assist us, their prime directive is to bring back the numbers to meet there quotas. In my opinion this is an act of terrorism on the part of the NYPD because it is just that...pure terror as people are becoming scared to leave their homes out of fear of being ticketed or arrested as I myself once was. They patrol the streets night and day targeting innocent people..especially young minorities. This early introduction to the criminal system starts a course that often leads to a permanent life of crime due to the mental trauma being arrested has on a person...you hate the police after an experience like that. For nearly every New Yorker who has received a summons in the city — caught at a checkpoint monitoring seat-belt use, or approached by a small army of police officers descending on illegally parked cars — quotas are a maddening fact of life. Multimedia No matter how often the Police Department denies the existence of quotas, many New Yorkers will swear that officers are sometimes forced to write a certain number of tickets in a certain amount of time. Now, in a secret recording made in a police station in Brooklyn, there is persuasive evidence of the existence of quotas. The hourlong recording, which a lawyer provided this week to The New York Times, was made by a police supervisor during a meeting in April of supervisors from the 81st Precinct. The recording makes clear that precinct leaders were focused on raising the number of summonses issued — even as the Police Department had already begun an inquiry into whether crime statistics in that precinct were being manipulated. The Police Department's chief spokesman, Paul J. Browne, did not respond Thursday to three e-mails and three phone calls requesting comments on the tape. He was sent extensive excerpts from the recording. On the tape, a police captain, Alex Perez, can be heard warning his top commanders that their officers must start writing more summonses or face consequences. Disk quotas track and control disk space usage for NTFS volumes, allowing administrators to control the amount of data that each user can store on a specific NTFS volume. By using disk quotas, you can configure Microsoft Windows Server 2003 to do the following: Log an event when a user exceeds a specified disk space warning level. The warning level specifies the point at which a user is nearing the quota limit. Prevent further use of disk space or log an event when a user exceeds a specified disk space limit.
