Once known as a booming industrial city and a model of economic progress in Mexico, the border city of Juarez has become infamous as the murder capital of the world. More than 8000 people have been killed there since 2008, when Mexican President Felipe Calderon sent in the army to carry out his offensive against the drug cartels. The official story is that the Sinaloa and Juarez cartels are fighting for the city and the access it provides to the multi-billion dollar US drug market only a few hundred metres away. Two weeks later, Rio saw an explosion of violence when a police helicopter was shot down by drug traffickers. The government's reaction has been to intensify the crackdown on the citys slums - or Favelas. A Human Rights Watch report in December accused Rio and Sao Paolo police of killing over 11000 people since 2003. Many, the report claims, were executed by the police, shot at point blank range. Many were innocent. And on many occasions, the police tried to cover up the evidence. This week, Fault Lines travels to Rio to look at the crackdown in Rio's Favelas, and what it means for the people of the city.

Neil Young (born November 12, 1945) is a Canadian singer-songwriter, musician and film director. He was inducted into the Rock and Roll Hall of Fame as a solo artist in 1995 and also as a member of Buffalo Springfield in 1997. Young's work is characterized by deeply personal lyrics, distinctive guitar work, and signature tenor singing voice. Although he accompanies himself on several different instruments—including piano and harmonica, his clawhammer acoustic guitar style and often idiosyncratic electric guitar soloing are the linchpins of a sometimes ragged, sometimes polished sound. These latest arrests bring the total across the whole 'Occupy' movement to almost 5000, but now police are starting to defect to the other side. This may be the sweetest song ever recorded, meaning the guitar, the lyrics and the voice. It was great in "Frampton Comes Alive," but by golly, I believe it doesn't get any better than this. This is the actual audio recording from "Live In Detroit" but I illustrated it with photos of Peter Frampton from today as well as way back then. One of the amazing things about Frampton is his ability to put his heart and soul into a song he's played thousands of times, always different, and always beautiful. I guess his ever changing interpretation of the music is what keeps it fresh. Dozens of university students are arrested for demonstrating against a tuition hike. But Puerto Rico Gov. Luis Fortuno remains steadfast in charging students more to help close a $3.2 billion budget gap. The students' fight is representative of a larger debate in Puerto Rico, and in the US, about how to solve a severe budget crisis -- and at what cost. Gov. Fortuno, a hawkish fiscal conservative, laid off 20000 government workers in 2009, and suspended all labor negotiations, just like governors on the US mainland are doing today. But two years later Puerto Rico's labor unions are still scrambling to reorganize a largely unemployed population -- nearly 17 percent. Puerto Rico is in its fifth year of recession, and expected to be the world's slowest growing economy if its situation doesn't improve. At question is the degree of economic and social responsibility the US has to its commonwealth state. Fault Lines travels to Puerto Rico to investigate America's legacy as the Island's ruler, and the harsh economic policies that are being imposed on the people who live there.
