Reform #35: Incentivize Home Health Care- Keeping People Out of the Hospital and Healing at Home (from Putting Michigan Back to Work, The First Steps) According to a recent report from the National Association for Home Care and Hospice and Medicare, home health care costs $132 per visit, much lower than the $544 per-day cost at an average nursing home and dramatically lower than the $5765 for an overnight stay at a hospital. Modern advances in technology enable greater expansion of home health care via an increased ability of health care providers to monitor patients care by telephone and other electronic means. By incentivizing home health care, patients can heal safely from the comfort of their homes while saving thousands of dollars in medical expenses, said Cox. Home care reduces patients exposure to other diseases in the hospital, allows a patient to stay with family and friends while healing and takes a much smaller toll on the patients checkbook.

The issues before us are related: • We must rebuild our population; • We must rebuild our neighborhoods and infrastructure • We must renew our economy. The 2010 Census identified Galveston's population as 47743. This is significant because for the first time in modern history we are below 50000 -- the threshold for "small urban status," a designation that has generously funded federal transportation projects in Galveston. I am working with the City's transportation consultant to protect our small urban status -- because demotion to rural status would, for example, diminish Island Transit service and make match funding of Seawall improvements virtually impossible. This effort involves appeals of the 2010 census and consideration of a special census in 2013, working with our congressional delegation to seek appropriations language to protect Galveston's status and discussions with the Department of Transportation to protect our funding. But the real fix is to begin growing our population now. Specifically, it's time to actively recruit new residents to Galveston. Twenty thousand employees commute to and from Galveston every business day. Lauri and Shirley both choose to drive forward and pass. Tab is too nervous to try, though with Andrew's help she manages to drive her way across forwards.
