The station aired a program in July that appears to show that the regime's military is actively involved in attacking dissident websites hosted overseas. The story made headlines yesterday... appearing in NTD's media partner, The Epoch Times. The Chinese regime has long denied any involvement in cyber-attacks, but a recent program by state-run CCTV may prove otherwise. A mid-July segment about the Chinese military reveals a top military university is engaged in cyber-attacks against US-based entities. The telling footage may have been easily missed. It only lasts for several seconds as b-roll between 11:04 and 11:10 minutes. It shows a custom-built software, apparently launching a cyber-attack through a compromised IP address belonging to a United States university. The targets are websites of Falun Gong—a spiritual practice persecuted by the Chinese Communist Party. The footage shows that the Electrical Engineering University of China's People's Liberation Army built the software. It incorporates a list of Falun Gong websites appearing in a drop down list. An Agenda for Empirical Cyber Crime Research
Keynote Address given by Stefan Savage, Director of the Collaborative Center for Internet Epidemiology and Defenses (CCIED) and Associate Professor at the University of California, San Diego. Talk given at the 2011 USENIX Federated Conferences Week, which took place June 14-17, 2011, in Portland, OR. Abstract: Computer security is a field that is fundamentally co-dependent—driven to respond by the actions of adversaries. This dance fuels both the research community and a multi-billion-dollar computer security industry. However, to date most efforts have focused on the technical components of this battle: identifying new vulnerabilities, exploits, and attacks, building and deploying new defenses, and so on. In this talk, I will argue for a complementary research agenda based on understanding the business models that drive today's Internet attacks, deconstructing the underlying value chain for attackers and ultimately using this information to better focus on security interventions. I will provide a rough sketch of the modern cyber-criminal ecosystem, describe its dependencies, and highlight some of the key open questions that motivate our focus. Using a range of activities, including our own completed studies, work in progress, and work in development, I'll illustrate how many of these questions can be tackled empirically. Along the way, I'll discuss the real and significant challenges in conducting this sort of research and how we address these issues in practice. Finally ...

In future military conflicts there will be cyber military attacks, making the introduction of IT military units and standards a necessity, predicts security software mogul Eugene Kaspersky. Kids, teenagers and cyber vandals who used to be naughty on the web, staging hack attacks and writing viruses just for fun and to prove themselves, are now turning into cyber-criminals, driven by "unfortunately quite a big" profit, says the king of anti-virus software. Kaspersky revealed to RT that there is another type of hacker behind cyber-attacks, the so-called "hacktivists". They are not motivated by money or profit per se. "Most of them do it like in protest," Kaspersky said. "We are closely watching the cyber-crime world though, keeping those guys at a proper distance," he assures. Hackers fueled by ideology are potentially more dangerous than those that are after money, because as they grow more experienced they set new aims for themselves and that is where they can join cyber-terrorism, designing and managing cyber-terrorism attacks.
