Last week Congressman Walter B. Jones (NC-3) introduced H. Con. Res. 107, legislation which would make clear that should President Obama -- or any other president -- initiate the use of offensive military force without prior and clear authorization through an Act of Congress, the action would constitute an impeachable high crime and misdemeanor under Article II, Section IV of the Constitution. "The issue of presidents taking this country to war without congressional approval is one that I have long been concerned about," said Jones. "Just last week, President Obama's Secretary of Defense Leon Panetta told the United States Senate that he only needed to seek 'international' approval prior to initiating yet another war, this time in Syria. Congress would merely need to be 'informed.' This action would clearly be a violation of Article I, Section 8 of the Constitution. The site is run by a man convicted of fly-tipping a few months earlier, and who has allowed a friend to dump cleansing agents down a manhole. PC Garfield is investigating a discharge of waste down by the river when the informant collapses and later dies from cyanide gas poisoning. DCs Dashwood and Lines want WPC Ackland to do 50 PNC checks but get diverted to the chemical tipping cases. The Strong Survive is the 127th episode of The Bill. Jim is waiting in a car for the chemist to open and hungry. Meanwhile Mike is being fed breakfast and cups of tea. A man takes a club and breaks all the glass in the front door and then tries to run over Jim. False plates are on the van. Pressure is being placed on chemist to fill in blank prescription forms. Claire and Haynes are asked to investigate an all night party which is an Irish wake that gets out of hand. This episode is followed up in Something Personal. At the end of "The strong Survive" episode is the end credits for both episodes.
